Bad new or Good news?
This week we had a bad news.The National Council of Textile Organization’s (NCTO) has applauded the July 10 announcement proposing $200 billion in Chinese goods for an added 10 per cent tariff. It has called on the Trump administration to include finished textile and apparel products on any future lists of imports from China to be made subject to Section 301 tariffs.The latest US announcement that it will impose 10 per cent tariffs on an extra $200 billion worth of Chinese imports, follows “China’s unjustified retaliation against US imports after the US placed Section 301 tariffs on Chinese goods in response to that country’s unfair trade practices related to the forced transfer of American technology and intellectual property,” NCTO said in a press release. The list of items from China that would attract 10 per cent tariff includes textile raw materials like cotton, synthetic fibres, silk, wool, and yarn and fabric made from these materials. According to China’s General Administration of Customs, the nation’s exports of textiles and apparel in 2017 increased by 1.5% over the previous year to US$266,950 million (provisional), thus increasing for the first time in three years.Reflecting the relocation of production of apparel and sewn products to ASEAN and other regions, exports of textiles grew by 4.5% to US$109,770 million, while those of apparel decreased by 0.4% to US$157,180 million. The decrease in apparel exports was 9.2 percentage points smaller than in 2016.December 2017 textile and apparel exports increased by 2.5% over the same month of the previous year to US$24,020 million: textiles, US$10,160 million (up 10.9%) and apparel, US$13,850 million (down 3.0%).

Impacts on cotton textile industry downstream brought by environmental regulation“Lucid waters and lush mountains are invaluable assets.” To respond to the call, many regions in China conducted environmental regulation. So far, the regulation has not shown signs to ease and cotton textile industrial chain is still affected. In the whole cotton textile industrial chain, downstream, especially sizing during grey fabric production and dyeing and printing during fabric production, suffers the strictest environmental regulation. The impacts brought by environmental regulation are shown as follows. 1. Busy processing in dyeing plants extends peak season. A large amount of dyeing plants which did not meet the standards are required to shut, leading to slump of overall dyeing capacity. Effective July 1, 2018, the Government of China will reduce average tariff rate for clothing, shoes and hats, kitchenware, and sports and fitness supplies from 15.9 per cent to 7.1 per cent. Indicating further cut in future, Premier Li Keqiang said at an executive meeting of the State Council, “China’s door will only open wider and wider.”The progress that China has made over the past 40 years shows that continuous opening-up has boosted reform and development, which must be unswervingly implemented, said Keqiang, according to the website of the State Council.“The tariff cuts contribute not only to expanding opening-up but also meeting the growing demands of the people and promoting quality production and industrial upgrading,” he added.Besides clothing, import tariffs would also be cut on several daily necessity items like home appliances (washing machines and refrigerators); cultured and fished aquatic products and processed food; detergents, cosmetics such as skin care and hair care...
